SMALL CITIES ASSISTANCE PROGRAM

The State Auditor’s Office through the Local Government Support team has assistance and training available for small cities and towns (Category 2). 

The program is designed to assist small cities and towns throughout the State of Washington in dealing with the numerous legal compliance and accounting issues that you face each day. These issues can range from preparing an annual report, training new personnel, assistance in the development of the annual budget, reconciliation of financial statements or assisting in setting up new budgeting and payroll software systems. 

To help achieve our goal the Auditor’s Office has a “Small Cities Specialist” who has been hired for this specific purpose.  This individual has extensive experience with local government, having worked at the local level as a Clerk/Treasurer for a small town.  In addition the program has been designed to keep costs at a minimum, with the understanding that small cities have limited resources available for training.

Current areas of assistance and training consist of:

  • Annual Report Preparation and training

  • Accounting System conversions – transition assistance

  • BARS manual assistance and information

  • Budget preparation

  • Fund balance reconciliation

  • Grant accounting assistance

  • Internal Controls review

  • Payroll – training

  • Phone assistance – responding to numerous inquiries varying from budget concerns to year end procedures

  • Personnel training for new employees to assure understanding of administrative procedures and compliance issues

  • Public Works projects – accounting assistance and training for compliance with Bid laws and Small Works
