Executive Committee
February Report to Membership

The Executive
Committee held a board meeting on January 26 at Mercer Island. It was
amazing and sad to see all the damage done by the recent windstorms.
It was a very
productive meeting. It has been a busy few months for WMCA
Here’s a
highlight of what was discussed.
The 2007-2008
budget was reviewed. A message from Alice Bush is attached to this
report. The budget does provide for a dues increase. Link to the

2007-2008 Budget
One of the goals
of the Executive Committee (EC) is to increase communication with the
members of WMCA. The Quill was a proud achievement and established as a
better way of communicating with our membership. A lot of hard work went
into making the newsletter happen. For those of you that have had to
come up with newsletter articles, you know how it becomes more difficult
to obtain newsworthy items and provide time sensitive information in a
quarterly publication. There is also significant savings in the
elimination of a newsletter layout and design. For these reasons, the
formal Quill has been replaced with a more frequent and up-to-date
method of communication." A monthly Executive Committee News Report
will be sent to the membership.
The EC voted to
combine the Newsletter and Website committees to become the
Communications Committee. This committee will address overall
communication issues within the organization. Please let any member of
the EC know what you think about this idea.
A survey will
soon be developed and distributed to the members. This survey will ask
for your opinions on various topics such as endorsement of various
candidates for IIMC positions, education, and communication.
IIMC has chosen
Sydney, Australia as the site for the 2010 conference. The Region V
directors have sent a letter to IIMC requesting reconsideration of this
location. Attached to this email is the letter sent by Region V to the
President of IIMC. Also attached is a draft letter that other regions
may want to send. Several reasons for this request are outlined in the
letter. They include:

There
are currently only 3 IIMC members from Australia

Due to
the high costs of airfare and hotel, many clerks will be unable
to attend
-
Due to
the current financial condition of IIMC it is “fiscally
irresponsible” to hold a conference in a location that will most
likely lose funds for IIMC or not generate the revenues usually
produced for IIMC because many clerks will be unable to attend
-
Public
perception associated with constituents knowing the local clerk
traveled to Sydney, Australia on a work-related conference at
taxpayers’ expense

Additionally,
WMCA typically sends the President and President-Elect to attend the
IIMC Annual Conference. Due to the costs associated with the Sydney
location and the financial constraints it could place on WMCA, how do
you feel about this? Please contact Pam Kolacy at
pkolacy@cityofpt.us or 360-379-5045 to express your opinion about
the Sydney conference
Information has been posted on the WMCA website concerning this
proposed bill. This bill would require every public agency that owns or
maintains a web site to post all ordinances, resolutions, rules,
regulations, orders and directives adopted by its governing body within
5 business days of adoption. Also all minutes of regular and special
meetings within 5 business days of the meeting. It also requires that
the time and place of all regular meetings of the governing body as well
as the roster of names of the elected officials, their position and
their constituency.

February 12 is the deadline for logo clothing and it is fast
approaching! Don’t forget these items are available on pre-order
only. The money raised from these items will be used to help
support WMCA. See the WMCA website for more information.
New items will
be available at conference as well. We will be offering laptop bags and
coffee tumblers. Be sure to look for the sales tables!!
Get your raffle
tickets!!! We are raffling a trip voucher worth $1,600. Only 1,000
tickets were ordered. Someone has to win. It might as well be you!
Don’t forget!
Applications are being
solicited for the Education Coordinator. This person
serves as liaison between the WMCA Executive Committee and the Northwest
Institute Director; has general oversight of the Education Committee,
serves as a member of the Northwest Clerks Institute Committee, as well
as other duties. Application deadline is February 12, 2007. See the WMCA
website for additional information.
The EC held a
strategic planning session at the October meeting.
Attached is a report from the committee outlining the status
of those items that were identified in the strategic plan. Some of
these items include:

job and committee descriptions

Establishing co-chairs of committees

of committee work

Combining various committees to streamline processes.
