2008 Election Results

38th Annual WMCA Conference Re-Cap

Another WMCA conference is history, but what an exciting and wonderful
conference this was. “Embracing Unity – Together We Can!” was the theme
President Alice Bush chose for the conference.
The Academy Session “Creating Powerful Partnerships” with Donna Zajonc
shed light on the current political environment in our country and
taught how we are moving into an age of “interdependence”.
The remaining education sessions were very good with several comments
that it would have been great to have had more time for some sessions.
We had 25 vendors, more than ever before and while the final financial
figures are not yet in, it looks like we had $11,500 from vendor
registrations and $11,920 from vendor sponsorships. It is clear vendor
participation this year was excellent and a great benefit to the
association and the conference funding. Several vendors paid extra to
have all their staff attend meals and mingle amongst us.
Bob Baker proved a dynamic auctioneer, which surprised no one! Once
again there are not yet final amounts but it appears the two auctions
brought in $6,740, the VISA raffle netted $1,800 and the $1.00 raffle
made $1,114.
Not only did we beat the record for vendors and fund raising, but we
also had more registered attendees than past conferences. There were
166 registered, with more new clerks than ever before. It was exciting
to see several of them jump in and participate. The Washington
Municipal Clerks Association is a wonderful group that knows how to
throw a superb, outstanding conference.

This organization is very fortunate to have members who believe in the
importance of education and who give to make that possible for those it
is more difficult for. Because we raised over $9000 through the
silent and live auctions and raffles, the Executive Committee was
able to award scholarships to all of the eligible applicants!!!! A big
thank you to the Scholarship and Fundraising Committees for their
efforts in making these numbers so high!!!

IIMC Annual Conference:
The IIMC annual conference will be held in Atlanta, Georgia from May
19-23, 2008. Tis year’s theme is “Georgia On My Mind - Achieving Global
Excellence” Hopefully some of you will be able to attend because its
not just about education and networking, but for five days you will be
part of an extensive learning community from all over the world. For

2010 Conference Location
At its March 21st, 2008 meeting, the Executive Committee unanimously
decided on the Mirabeau Park Hotel in Spokane Valley as the site for the
2010 WMCA annual conference. President-Elect Bob Baker worked very hard
to find a location that fits our growing organization’s needs. The
Mirabeau Park Hotel is new with many features that include: a year round
swimming pool, hot tub and deck all the way around that is heated;
excellent food with a chef who has won awards; a shopping mall across
the street; walking trails nearby; local wineries to tour, and a new
downtown with an “old time” feel.
Committees
WMCA has twelve committees for members to be a part of. If you were
unable to attend the conference or didn’t get a chance to sign up please
let President Ali Spietz (ali.spietz@mercergov.org)
know which committee you would like to be on and she’ll get you on the
list. A description of each Committee, roster of Committee members,

Bylaws Amendment
At the Annual Business Meeting on March 20, 2008 the membership passed a
bylaws amendment to implement term limits for Board Members on the
Executive Committee. Article IV, Section 2 of the WMCA Bylaws will now
read as follows:
“Board of Directors and Terms: The Board of Directors shall consist of
six members, each of whom shall serve a three year term, with two of the
Board Members being elected each year during the regular annual election
by a majority vote of the active members voting. There is a two
consecutive term limit for Board Members. A partial term vacancy filled
by a member prior to a regularly elected term shall not be considered as
part of the term limit. Members who have previously served as Board
Members for two consecutive terms may again stand for election or be
appointed to a vacancy on the Board of Directors once there has been a
12 consecutive month period when they have not served on the Board.”
Simply put, all Board Members currently in office, elected to their
first full term, are eligible to serve one additional term. All Board
Members who are on their second full term would not be eligible to stand
for election as a Board Member (but will still be eligible to stand for
election as an officer.) Current Board Members who are filling an
unexpired term would be eligible for election when that term expired.
Municipal Clerks Week
Municipal Clerks Week is May 4 – May 10, 2008. Encourage your Mayor to
issue a Proclamation to increase the public’s awareness of Municipal
Clerks and the vital services we provide for local government and the
community. The Proclamation can be found on the IIMC website at
www.iimc.com.
